Isn't learning having Haki a requirement for Marines to get promoted to higher ranks? If that's the case there's most likely a bigger emphasis on actively teaching it to Marine soldiers as they advance in rank, especially since they have to deal with pirates with DFs regularly.

Kidd was just introduced as a guy roughly on Luffy's level. The whole point was that there was someone on Sabaody with a bigger bounty than Luffy, which is what initially piqued everyone's interest. I don't think he was ever meant to be a central antagonist. Just another pirate growing his infamy at a rate comparable to Luffy.
Though all of it was ultimately so he could job to Shanks in one page, so that didn't pan out too well. I'm assuming he's not dead and gone for good but it's a shame that he, and Law, were given the honor of taking down Big Mom just to get jobbed out that hard. Law at least put up a seemingly respectable fight against Blackbeard. Kidd was instantly fucking rolled, then his crew groveled and begged for mercy.
