I would assume doujin are not exempt (no isbn) but for books/novels it would be okay? The consensus seems to be "suspend shipping for USA customers because no one knows" as well as they're just exempt from the normal taxation but would still require tariffs.

People don't understand that now that there is no minimum for duty you need to pay the usual duty rate+ tariffs. So even if you are exempt from normal duty you'd still need to pay the tariff

For example, Children's books have their own code with duties but it can also be classified under this.
