It's called noodling and you actually can do that.
For most conventional fishing it's basically just get a rod and reel and cast into a body of water.
It gets more complicated when you narrow down the type of fishing. What kind of fish? Salt water or freshwater? Pond, river, creek, ocean? Inshore, offshore, pier, riffle?
If you're doing freshwater, the best recommendation that the fishing general on /out/ has was get an Ugly Stik GX2 in a Medium Power combo. It's a great, cheap, all around jack-of-all-trades that you can beat up while learning techniques. You can catch bluegill, bass, perch, or even catfish. You'll grow out of it when you start wanting a specific rod for specific things.
For me it was after a couple of years of using the ugly stik then I went out and bought an ultralight for bluegill and smallmouths in creeks and ponds, then a baitcaster to replace my uglystik for lakes, and now I've taken up fly fishing.
