Well it depends on how they work together. Being a "writer" for a manga can range from only writing story and general dialogue which is then interpreted and put on the page by the artist (like one could do a LN manga adaptation) or you could have the writer do everything down to the draft. If it's the latter Gege should be able to showcase his paneling and action sequences no problem.
Btw, Gege did say he makes his drafts really fast so maybe he likes doing those, in which case it just might be the second option.
