I think the latest chapters pretty much confirm that for Awai specifically, the boobs are just her MP (mahjong power) bar. In this panel where she says she used up a lot of power, she's very clearly smaller than just a few pages before, and that size has remained relatively consistent since.
The girls in Saki are all so good, there's so many series out there that can't even make 2 or 3 good girls and Saki has like 20+ there all as good as the GuP girls too.
