Apparently a number of EXTREMELY casual Japanese Pokemon of the kind that think of Pokemon as more of a Hello Kitty-esque showcase of cute creatures have complained about "Pikachu's personality having changed", not understanding that Pikachu is a Pokemon SPECIES and Cap is not the same individual as Satoshi's Pikachu. So a number of nips theorize that the anime is making a bit of extra effort to avoid accidentally confusing this kind of people, which includes not showcasing Pokemon that have been heavily shown in the form of a single individual like Nyarth, and also giving Roy a specifically yellow Lucario in order to heavily signalize that this is a different Lucario from those you might have seen before.
