Even in Japan, high school isn't or at least wasn't compulsory. Especially since it's only 3 years(most western countries I know of it's 4 or 5 years). So people who weren't planning on going to university wouldn't necessarily go to high school.
People could train towards a profession or something instead, or just work I think.
Maybe these days it's more taboo not to finish high school. But I think during the economic boom and before it was a different story for people who just wanted to work or train directly for a trade.
Which makes perfect sense for someone wanting to be an undine.
