Sasori-danna makes a great point, why did they have such specific assignments? Itachi for the Kyubi makes sense. Kisame's made sense in hindsight since it was a lava guy. The rest are strange. If you assume 3 tails was Sasori's since it got passed down to Tobi, I have no idea what the connection was. Whether 2 tails was Hidan's or Kakuzu's idk if it was said but we don't know the deal there. Pain's was 6 tails if you go off filler which I guess is just 6 paths/6 tails. A lot of the Akatsuki mythos, whether this, the rings or anything else, barely gets covered.

Both the anime and manga were weekly, but an episode covers two-three chapters' worth of material easily. The manga had a head start of a few years but the anime caught up quick.

So adding these "canon" filler hooks meant to be expanded by the anime is just good logistics. The main alternative was filler arcs.
