It's pretty easy to tell its three tones are solid including highlights, the shape of the breasts doesn't change significantly across any of the frames, and their movement is evenly spaced across each which is especially jarring when they suddenly start coming back down from their peak. As for contact, see how there's a solid line and thick shadows between the breasts when they converge. You want to erase the lines when soft things are pressed together, so instead they look harder in that cut. The most you could say is that the outline and nipples show movement.

Your point only works if you completely ignore how cheap 90% of TV anime also is, including ecchi. Bear in mind they all lose money which home video doesn't make back, so they have to rely on source material and merchandising kickbacks.
There are way more factors that go into animation than just money/marketability, such as scheduling, prestige, the will of talented artists, and how all anime is primarily adapted, including hentai. However, VNs are dead and eromanga are now almost exclusively hollow one-shots, further reducing interest. Animators receive standardized pay based on the number of frames, so budget's only direct influence on animation quality is how many unique drawings there are, not how well-drawn they are. There are other expenses like compositing and editing which can be indirectly influenced by the animation's minutia like line count, but it's not as simple as more money = better art. Either way, none of this discussion gets to the heart of the issue at all because we can't seem to agree on what we're arguing about. Front Innocent also relied on loops and recycled animation more egregiously than anything else in its class, but I'm not writing any more reviews for you when you refuse to look carefully enough to make substantial commentary.
