I think the point is to portray him not necessarily as wholly black-and-white EVIL, but as a ruthless individualist who's willing to do what he wants regardless of how it affects other. I'm willing to bet we'll see what makes him "evil" later on, but so far his greatest sin is to generally just opposing the WG while being strong enough for that to be a problem to the WG. Again, he's Blackbeard's father, and bound to be a mirror of sorts to Roger just like BB is a mirror to Luffy, and we've already seen enough of Roger AND Luffy to know they're not just wholly GOOD guys. They do their own think, like BB and Rocks. The latter two just care more about their goals than the wellbeing of others. Luffy's willing to beat you for standing in front of his dream, but he's not willing to beat you for his dream if you're not directly opposing him, just getting caught in the crossfire. Luffy's the kind of guy who was willing to go out of his way to save Cobra and Robin from the collapsing ruins. BB wouldn't have done so, unless he deemed them useful. So he'd have saved Robin only, with selfish goals. There's a difference between the likes of Rocks and Roger, or Luffy and BB. But the thing that unifies them is their belief in their dreams, and being villains in the eyes of the World Government.
