Is it really a matter of "can't", rather than "won't"? The world Tsukimiya lived in was basically already ruined despite the level of technology, and I'm pretty sure that sending a lot people back in time will only end up ruining the future even further. If they hijack people's bodies instead, they won't need to worry about securing supplies and getting used to living in the past, and instead just live as a person of that age but with knowledge of the future; hopefully changing the future with that knowledge.

My guess is that Tsukimiya built the Timebird so that she could send someone to the past to become a time police of sort and prevent her future from occurring, but her plan was rejected. She then pulls the plug on the moon colony and goes to Heian-Kyo which she believes to be the origin of all problems, but decided to keep Denji-Heian-Kyo as it is so that it will never progress.
