No, we have several non Japanese characters who are sorcerers. Larue and Miguel and Momo's white dad are born as such, Charles probably became one because of Kenjaku's bullshit for the culling games but that implies he had potential for it. I think Tengen's big barrier in Japan made it so that Japan has more and strongers sorcerers than how it would have naturally been the case, and outside of Japan they always existed but their numbers didn't increase as suddenly in comparison.

Gege shamelessly copied the scenes where Subaru kills Seishiro in X and Seishiro gives him a love confession before dying in his arms.
