WDYM? Modern Japanese animation is detailed and has beautiful shading. It looks nothing like lazy western cancer. Japan found their own aesthetic and it's beautiful. As far as character art is concerned, things are generally way better than in the 60s and 70s.

Yes, those are characteristics of the anime style. But Panty and Stocking is still missing major things like being anatomically correct and having proper shading. It's also lacking the detail you expect from anime. Panty and Stocking doesn't look like anime for those reasons. Pic related is anime styled, Panty and Stocking only looks like this during the transformation sequences.

Westerners hate beauty, which is why western cartoons look so ugly compared to Japanese animation. Everything has to be as jejune as possible or some hideous caricature.

This is bullshit and most of the frames in this cartoon are cheap, disgusting low detail shit. The average frame of a piece of limited animation in anime has a lot more effort and work put into it. More does not mean better when they're low quality trash. I doubt there are more anyway since I've watched this cartoon and it's filled with sliding stills and all manner of shortcuts.
