Right, but when I've heard people using it they're saying it's a bad thing.
Just based off my experience alone you have it backwards(which doesn't necessarily mean your wrong, just that I've managed to avoid some annoying people).
Since people(from what I've seen) use 'safe horny' to directly complain about how media has shifted towards 'safe horny' rather than the traditional style.
Maybe there are places online where people use the term to unironically claim it's a good thing, but I've never seen it.
I've only seen it used as a simple way to define what people don't like and complain about the shift towards 'safe horny'.
So if someone used 'safe horny', I personally wouldn't dismiss their opinion since 100% of the times I've seen it used is in protest as a simple way to describe and complain about the status quo.
Maybe people use the opposite way and I've just never come across it though. But it's always people complaining in my experience that they want more of
