The main issue with this series was thinking all women could produce anything of value without the company imploding. So many feminists have tried it in the west and imploded after their venture capital ran out and discovered a business full of women can't do real work. ESPECIALLY coding. Nta but it is because a lot of panties were stuff drawn by bored animators who had to stare at each frame for a long time. They also require one to be a pretty good artist in order to depict the 3D body and skirt. Other than digital perhaps making each frame less personal, outsourcing is the main thing that gets in the way. Outsourcers are underskilled and also don't want to be too risky with what they add to the show. In addition, if outsourced to a country like South Korea where they are very strict on lewd stuff, they may fear punishment by their government if they draw lewd Easter eggs. This is why random pantyshots are less common and more boring. Other than that, the plain in your face ones were always considerably uncommon anyway. There may be slightly less source material that just does less "lol panties in your face" now because it is less of a fascination for the Japanese after burning it out for over a decade. So less of it to adapt means less of it in anime. Finally, a factor may be it appearing to be a smaller fraction than it organically is. There is a lot more anime made now and a lot of it is generic slop. The generic slop tends to be made for the Chinese and Koreans which will also mean it is censored to comply with those two countries' regulations. So, a lot of quality things can feel more rare since there is a huge portion of anime that is generic garbage. This one seems to be changing though as the Japanese are becoming more hostile towards the Chinese and Korean investors that force them to entertain them in many cases. Sony bought enough of Kadokawa to save it from a Korean company a couple months ago for instance. I've personally noticed a decrease in stuff that feels like it was made for foreigners. Now let's just hope something can be done about outsourcing. I wish more studios could be like Shaft (who hates outsourcing and recently opened a secondary studio to help fill in gaps).
