I feel this is just more due to her not having as much screentime as in season 1. A lot of episodes have either given new screentime to the demon sisters, Panty has in general gotten more focus, and some episodes given to the boys and to the new boy rivals. I think this is a pretty natural progression, but it is a contrast to the first season where every episode was either all about either Panty or Stocking or both. I think Stocking just needs a few more episodes with the focus on her to balance things out.
