Nah, something definitely happens there that's a major embarassment/controversy for the WG, and it isn't just fighting a bunch of pirates. Otherwise they wouldn't have nuked the entire island and punished anyone for every telling stories about what happened there ever again for decades. Whatever happened here is something the WG doesn't want to talk about entirely. Garp working with Roger isn't enough to get the entire island nuked, especially since I'm pretty sure the cover story we're given is bullshit at this point. The flooding is a big "reset" button since Imu gets bored of playing around.
I think whatever entity Imu is, it existed throughout all the ages and body hopped as necessary. It is just getting bored of these resets and games and in a self-defeating way even wants to get deposed.
Notice how whenever we see Imu doing anything, he/she/it is doing nothing of any substance, just idling around, waiting...never anything with focus or drive, just in a "stand by" mode.

Pre-Marineford everything was kind of "gridlocked" where no one had enough power to actually take over. Which is why Whitebeard's death and the ascent of Blackbeard were so important because it really reshuffled some things.

The abolition of the warlords system is also a really big shakeup since they were part of the world "balance".

Probably the worst case scenario is one faction or power gaining enough power to tip the scales but not enough power to actually decisively control the world.

Better if all factions were weak and uneasy than one big strong but not strong enough

There's two sides to this coin, the illusion does great work in keeping things going smooth internally. Barring formidable examples like Xebec and Roger, piracy seemed to be more manageable before Roger kick started the great pirate era. Rebellion seem to exist in a global scale only with the Revos and we don't know how things went before Dragon founded them.

I think we've been shown a different side of the gorosei lately. They don't enjoy their work or even remotely believe their own shit. They've just seen a lot and at this point they're mortified that Imu is going to pull the plug on them if they disappoint. That's why they always look constipated and dead serious. We've seen that Imu is almost childishly fickle and impulsive and if they fuck up they get mulched remotely in an instant.
It puts their entire act in an entirely different perspective. They might be assholes like the rest of the CDs innately, but serving Imu like thralls has made them be fearful to the point of obliterating things out of precaution, not to save the "world" but their own skin primarily.

It may be that Imu is an ACTUAL devil, one of the original entities from the first world (from the murals) and grants power to his/her/its followers.

Imu, and the original celestial dragons, won at some point in a power struggle, and the other powers went underground and Imu and company have been trying to stomp out their remnants since.

I think Imu is whatever Vearth originally was.
Maybe this depiction of Vearth is stylized but I think Oda deliberately left it as a clue.
I think through the "ages" things repeated and clans/crews/armies/etc... banded together to defeat "Imu" and they were always in the end lead by two opposing forces. Joyboy and Davy Jones, Luffy and Blackbeard....and originally in the times of Nika maybe (since Nika looks pretty tribal and "prehistoric") Vearth looked the way it does in that statue and since then it managed to survive by body hopping or having some weird power.
The way Vearth is mentioned in the context of a conflict between "sky people" and presumably surface entities also matches with the shandian lore that also feels primitive and tribal. So maybe that's the origin of all that's going on.
Maybe Vearth was in opposition to the "invading" human cultures and that's also why to this day it (and by extension the WG that it controls) see humans as insects or pests. It's an old grudge.

I noticed something.
Everytime Xebec does this expression, the left eye is half closed, except when he galvanizes his crew to go to god's valley, the right eye is half closed while the left eye is fully opened, because he was hiding something.
Maybe in retrospect this could mean something for Teach if we start looking all the way back and look when and where he does this expression.

I always go by early lore as well. Oda let the story bloat a bit but early clues and lore bits are likely indicative of where the end game is going to go. Skypiea in particular was probably written when he thought the story will be overall shorter and we got some really interesting lore stuff there (and even Enel going to the Moon and finding technology there is very relevant for the lore). Later on as the story expanded more and more the lore bits from the early manga got overshadowed and almost sidelined but it's all adding up slowly.
