Maybe he thought that people would be desentized to violence and the series would devolve into pointless melodrama if he kept the tone of the end of Zeta. Maybe he wanted to show that there's cheerful people with good friends even during wartime and not everything is miserable. Maybe he was pressured to do that so kids would buy more toys.

The first half of ZZ has a different tone than the second half, so they realized taking it so far into slapstick territory was a mistake.

Judau himself is much more emotionally stable than either Amuro or Kamille. If they had someone like Judau and his crew supporting them during their time, their outcomes would've been much better.
