Yes, it works better as an actual maho shoujo tather than as a maho shoujo parody, but as a mano shoujo it's generic AF and unremarkable.
That's why I said that I don't know why it was made. If it was over the top crazy, that would make sense.

The English dub is lost, but it aired in LatAm on FoxKids instead of Sailor moon, the dub is based on the Saban dub and done in Venezuela of all places, also lost.
