There's three steps to cel purchasing but i would argue just matching the cel/douga you intend to purchase to a specific episode cut is the most important. a lot of the other steps come from having the cel in hand already

From personal sellfag experience I've had stuff sit on ebay/vinted for months. None of it was super high in demand stuff though and if you still have popular sealed stuff you can probably get a decent price yourself.

Often the problem is whether they accept foreign cards. The Japanese payment system has a different security setup for domestic and international cards. You can always do both. You can keep a digital copy for yourself and keep the disc. I would recommend backing up your digital copies regularly though. There's the 3-2-1 'rule' you can follow (3 copies, 2 types of media, 1 off-site copy). I don't follow it myself though. I think its nice to always have back-ups either way.

Realistically speaking doll clothes don't have to deal with the wear and tear that normal clothes do and thus don't need secure stitches in the same way. Dolls also have ideal bodies so the clothing naturally looks better. Of course it's beeter to sew neatly but simple clothing is often just rectangles. to finish edges you can even just baste and use fray check/glue of course if you want more detailed clothing you can either just buy/make proper clothing.
