I dunno, I want to give a bit of praise to first term Hiruzen for successfully navigating two world wars and making the village what it was before handing it off to Minato. It was second term Hiruzen who got too lax and left so much of the dirty work to Danzo. The guy's heart wasn't in it anymore after all of the shit he lived through. He just wanted peace, and was willing to turn a blind eye to his suffering, festering comrade who shouldered much of the burden for him. He chose willful ignorance, but once upon a time he was a good Hokage.
