It depends on the type. Contrived fanservice makes anime worse. The more contrived, the worse the offense, so the video you posted is rather offensive. Natural fanservice (panties are visible because the camera just so happened to be looking upward, or boobs jiggle because a woman is moving aggressively and not for the sake of it) is the best.

It makes average shows a lot more watchable but it kind of cheapens good shows, monogatari series being one of the rare exceptions of a great show becoming even better with fanservice.
