I figure this is a mistranslation. The author is talking about the differences between a roundhouse kick and a front kick. If this is the case, then it's very much true. Roundhouse kicks are much more common in MMA than front kicks.
As for spinning kicks, they're seldom used as the spin is a massive telegraph and leaves you very vulnerable to counters and takedowns. Alexa Grasso defeated her division's GOAT by drawing out a spinning kick, taking her back while she was turned away and submitting her with a rear naked choke. Still, spinning kicks are situationally useful. Jack Slack has a great article covering their use in MMA for those that may be interested.
