I don't think the war is all bad but it's organized so poorly that it feels like Kishimoto banging toys against each other until the bad guys ran out of the old toys and he can bring in the cool toy with lights and sound, i.e. Madara. There are good moments like Naruto meeting Kushina, the Obito vs Guy, Kakashi, Bee, and Naruto fight, Naruto convincing the Raikage (I still can't get over his name being fucking A), Madara's first appearance, but there's also some actual garbage like Toroi and every random scattered filler battle.
The only part that feels like a proper war op is the Sasuke and Itachi vs Kabuto fight, and that's completely ruined by Itachi having the most delectable cock in Kishi's view. And since I'm on that topic, he didn't need to bring back Orochimaru when he could simply have Sauce wait for Kabuto to wake up and convince him to revive the Hokage as a type of penance.
The ending is good theme-wise and Kaguya is surprisingly the most appropriate final villain, a completely hollow and instrumentalized person who embodies the ultimate end point of what the shinobi system believes ninja should be, obedient, unquestioning, and powerful; but she has no presence, no charisma, is not interesting, barely has a personality, and the one "piloting" her is a cliche, 80s-style, smug, one dimensional villain.
