Dio was wired wrong, but he ultimately decided to double down on his negativity than try and improve himself. Perhaps if he had a role model, like how Giorno had his gangster guardian and what semblance of his dad he could gleam, he wouldn't have turned out the way he did, or if his mother was more defiant instead of being so accepting of Dario's abuse, things would have been different. Either way it's a bad mixture.

Improve himself in superficial ways. It was never enough. He absolutely had to try and bring Jonathan down out of a sense of self-righteousness against the rich, but after getting his ass beaten, tried to act civil. He lived out of spite and greed. That's why he started thinking about Heaven following one hundred years of being alone with his thoughts.

Even Dio's father wasnt THAT Evil like his counterpart in Part 7. He tried indeed to run a tavern with the money he got from the Lord Joestar and even in his last breath he wanted to secure his son's future. Dio is a sadic narcisist who believes the world rotates around him. I believe even if he had born into a good family, he would have chosen evil if the opportunity was presented to him

It's something that exists in real life, but few modern authors use it for one reason or another. Usually because they think "gray morality" makes them look smart and sophisticated.

not to mention if there are pure evil fucks the first thing they would probably do is convince people that an entire group of people are those evil people throwing any suspicion away from them, reveling in the slaughter, and even profiting off the victims since they are not alive to protect their shit (see pretty much all genocides)
