Yes, to a degree Mantinel as an organization and its witches do have their Majiks as pokemon, the witches capture them and use them as weapons.
the point here is 'weapons against WHAT', and said WHAT, is the actual evil majiks who actually want to kill humans, and in Hater's case, eradicate all life on the planet. and they made more than clear that Mantinel DOES work for coexistence between Majik and human legitimately.
and lets not get into the actual kind Majiks who arent interested into harming people, and neutrals like Clussy/Jiki/Maria who are okay with helping the witches out of their own volition.
dunno about you, but probably the witches wouldnt need to 'enslave' Majiks if asshats like Hater werent there.
