Because it makes them look weird, which makes them interesting. Normally, a "strong man" would be drawn with a big chin and square jaw, small eyes, medium/big nose. But that's boring. So Itagaki draws them with huge eyes (typically reserved for cute characters), pointy chins and small noses. To avoid making them seem feminine, their faces are visibly muscular and triangular. There's the contrast between the delicate nose and the huge neck. Contrast is visually appealing.
