Hayato has been fixing other people's problems non-stop since the manga began. Everyone's always relying on him to the point that he doesn't even remember he can also rely on others. The point of this final conflict seems to be confronting him with a challenge so overwhelming he can't possibly see a way to fix it and just automatically gives up, only for all the people he's helped to come back and repay him for when he helped them (no manga is complete without a power of friendship lesson).
I guess Seo wanted to show everyone else finally saving Hayato instead of the other way around, but to make that happened he had to make Hayato act a bit uncharacteristically un-resourceful and quick to give up. Maybe it would have looked better if he had been on the brink of despair THEN has a revelation where he remembers all the allies he's made and gathers them himself to fix what he can't. That way he still realizes he can't do everything himself but doesn't look like a weakling in the process.
