All other things aside, I think it's because the Chinese mindset is very, very different. None of the characters talk about reconciliation or whatever, most of them have a personal nemesis they want to best.
More, this isn't a setting that is squeamish about killing. Lin Ling kills Wreck, and nearly killed God Eye. E-Soul killed the original E-Soul, and is perfectly fine with killing other people. Queen has killed (technically-speaking) innocent people who were infected by Fear.
Ahu got a headshot with an axe. Ghostblade is an assassin, while Loli bashed in the brains of the weird clone guys. If any of them had to fight a villain, they would 100% kill his ass, and it wouldn't be problem in their society.
The whole 'save the villain' thing is more of a Japanese thing than anything else, I feel. I'm pretty sure Shigaraki and his merry psychos would have received no mercy.

JLU was the closest that western television got to capturing what were the best tried and true elements of the capeshit comics and the shared DC world that came before it. It was more memorable to me than like 99% of anything that came out of Marvel/Disney live action. But with the benefit that it got to close its arcs to a final ending without eternally going on forever.
Now that I'm remembering it, the Justice League Gods & Monsters movie was running on sort of the same path TBHX is. It can look like yet another "wow superheroes but more edge" at the beginning, but there's real threads of hope presented that things can get brighter
