Weak ending was predictable. The author had a problem in every arc of writing herself into a corner and having to asspull her way out. It superficially worked because the previous asspulls got used for development of later arcs i.e. The bullshit divination showing Amaterasu and heaven as a whole being psycho, the bullshit underworld calling being turned into the villain's immortality method but that structure couldn't work for a finale.
IMO I was impressed at least that the ending didn't resolve any of heaven's social/political issues. Shit's still fucked, but it sort of has to be for things to not be world-changing. Characters got their personal victories and made things a little better in their own way. Better than everyone suddenly becoming morally perfect.

Government isn't fair and sometimes surviving its cruelty is the best you can do. Grim message but realistic one.
