Attempting to set FPS this specific on a GIF is pointless.
It operates on the basis of per-frame delay in an integer number of centiseconds (or tens of milliseconds)
Everything fractional will just introduce an occasional frame with a different delay, achieving nothing but uneven frame pacing.
Sticking to 20/25/33/50/100 FPS for 50/40/30/20/10 millisecond delay is generally recommended.
Also, anime is usually done at around 8~16 FPS with some frames repeating, simply converting the video into a gif would leave out those blank frames bringing the size up.
Albeit, I don't really know if there's an automated tool to remove those frames for you.
Seems like a relatively common use case, so there probably is.
