It's practice. The clutch has a grip point where it finally grabs the engine and transfers power to the wheels.
If you suck with the clutch on learner bikes, do not fret or think this is your fault. Those bikes they give you for learner courses go through hell, and I've yet to see one whose clutch wasn't on Death's Doorstep. As students wring out the clutch or fail or feather it or fail to grab it in time before it stalls, the clutch gets damaged. Picture a thousand students riding that bike before you, that's a thousand people who have brought that clutch to a boiling red sizzle before you got on it. Each time making it harder for you to accurately feel or move to the grip point.
All that matters is you get your ticket so you can go try out what it feels like to ride on a regular, non-thrashed bike using a service like Ridershare to gain a little bit of experience.
