Have you noticed there's a tendency in the west to rate anime/manga higher if the art and themes are "dark", even if the execution is poor? Just a general trend I've noticed, that "dark mature adult" stuff tends to get higher praise and has more cachet in discussions, even if it's unnearned

The closer to western comics and books manga/anime is the high praise it gets I personally notice.It's the same with the art too more grounded and realistic the manga art the more people will jerk it off and make a big deal even though there's tons of comics that do it but no one cares. Which ones have poor executions? Tell me the answer. Whether or not they were part of a boom period based around licensing packages or frequent exposure would explain many of the series in question.

My only guess is because it's uncommon when manga or anime do it, ''it's special'' just like it's ''special'' when western stuff goes more stylized with art even though most comic fans will reject it even if it's because they're not use to it, like how people hated the capeshit art in late 90's inspired by fighting games even though it looked fucking cool.

Yes. In America's case, ever since the 70s and 80s localizers recognized that Americans went loco for gritty grimdark action-packed gorefests like Ninja Blade but not for shit like Minky Momo.
I think the more seriously a country takes its comics/animation scene, the broader their appreciation will be (cf. France and Belgium) and thus their praise spills over to what we in America would label children's stuff due to the longstanding animation age ghetto.

People here strive to show that their interest in animation is serious, that they are not wasting time with a kid's medium, that they are not developmentally stunted for engaging with a "juvenile" medium instead of something for "grown-ups" like film, and so they direct praise to those series which may fall under the loose demographic of "seinen".

Not really since you are using the modern definition of that. It's true that back in the late 80s/early 90s a lot of the vhs tapes that otakus were buying had a lot of sexual themes and fanservice but back them media in general had a lot of sexual themes/fanservice.

Because anime, like western cartoons, still has that public perception where they are considered kiddy shit. Anime/manga where you have characters drawn in the typical moe anime style are generally not considered widely acceptable to watch as an adult. That's why stuff like Berserk and Monster are rated highly in the west.

That being said, I have no fucking clue why DanDaDan blew up in the west. It has all the qualities you'd expect from a typical "anime-ish" show like sexualized underage girls, near-rape scenes and other anime tropes. And yet, it's popular with normalfags which just blows my mind.
