Makima was such a better antagonist it's not even funny.
She had it all: she was intimidating, hateable, and (most importantly) interesting. It's very easy to hate her for what she does to Denji/Aki/Power, but she has enough humanity and depth that you can read into moments like her crying at the movie and maybe find some degree of tragedy in her story, even if you don't forgive her.

Another thing Asa's issues are still present but aren't shoven in your face like Denji's issues with these last chapters being about her issues.

But even then, Yoru is overall still more entertaining and fun because she has been doing shit on-screen since the very beginning of Part 2, whereas Makima operated mostly off-screen and only became truly active during the gun arc. I'm not saying Yoru is a better "villain" than Makima, but to me, she is simply more enjoyable as a character. What she lacks in intimidation, hateability, etc., she makes up for with her funny antics and personality. I do agree that Makima was a better "villain", at the end of the day, though. That being said, I don't even think Yoru is the king of terror anyway, that's probably Death or the Devil Devil.

Personal preference. I was never particularly intrigued by Reze or her arc, because I've seen and read it a million times in other formats.

At least I can say that for the past year and a half or so, I don't have any anxiety as to what happens in the story because of how unlikable everyone is. Like, any number of characters could die a gruesome death, and I wouldn't give a shit. The only one I'd kinda feel bad for is Asa, but I'm barely interested in her anymore. So it's nice to just read the manga without any anxiety or expectations and just ragebait people afterward.
