What's not explained is the very specific mechanism of it which isn't a problem because its not important other than giving an explanation of how the population size increases. In Time Strangers my team currently has Angewoman and LadyDevimon. LadyDevimon was super easy to get because you can go from Impmon -> Devimon -> LadyDevimon.
It takes a bit of time to get some of them because the story progression ultimately restricts with you what stage of Digimon you can get. For example, you must be Agent Level 7 to digivolve into Megas, and you can only get to Agent Level 7 later into the game. They also require certain stats (ex. HP at least 1200) to allow them to digivolve to certain Digimon. However, its pretty straight forward with a little research with how the stat system works in the game.

People probably would have been more forgiving of GG's episodic format if the show didn't keep hinting at a greater plot with GulusGammamon only for it to be ignored until it gets hastily resolved in the last 5 episodes. Combine that with final fight with Regulusmon feeling pretty anticlimactic and the tease of an even greater threat that was not and likely never will be addressed, it just gives the feeling that the show was nothing but filler, despite the fucked up day to day digimon attacks being the actual best part of the show

tldr: Ghost Game's problem wasn't the MOTW shenanigans, it's that the actual plot is all setup with no satisfying payoff
