I’ve always wondered, why was One Punch Man sold off to JC Staff?
I could understand it if, by 2019, OPM’s popularity had already declined to the point where it wasn’t worth making a high-quality anime anymore.
But if I remember correctly, back then the new generation (aside from MHA) hadn’t fully taken over yet, and OPM was still one of the top series.
Given that BONES’s MHA adaptation was already well-received, the logical move would’ve been to hand OPM to BONES or WIT.
So Shueisha’s decision to deliberately let the series die out like that just doesn’t make any sense.

Really, OPM never should've had a second season and I imagine the intent of the original Madhouse staff was to only do that initial first season and stop. Madhouse also lost a lot of staff around the same time as OPM's production wrapped (and most OPM staff were freelance anyways), and so, they needed to shop around an in progress series to other studios during a time when most studios were already booked up or not interested.
JC Staff became the defacto. Nobody else was really available.

Our Heroes...

The lack of animation was expected, but it really is worse than I thought it would be. There is very little variety to the shots, just constant panning over static close-up character portraits, characters don't even move or tilt their head, let alone move their body or interact with each other. There are almost no establishing shots of the different locations, nothing to give a sense of perspective and scale. The backgrounds have no sense of depth, static lighting or any dynamic elements. Characters don't really cast shadows against the background either or ever move from foreground to background, so everything looks like it is shot against a 2D screen. I get the feeling that future fight scenes will look like a sequence of GIFs rather than a coherent scene. There are almost no transition shots during scenes, it cuts from character portrait to the other. The episode was very dialogue-heavy, it made the scenes feel cramped, nothing was given time to breathe or make an impact. Sound design was poor, the individual themes sound fine but there was very little ambient sound or noise and few sound effects of any sort. Art, both in terms of colouring and line-work was very nice to be fair, but that won't be enough to carry this. The animators really should have been able to do a very simple bits for this episode, like showing Garo round the corner to enter the main MA chamber, but even that seemed beyond them. Not looking very promising, but it is too early to dismiss it altogether. If they have a separate animation process for fight scenes then we still get something worth watching.

Yeah, finished watching first episode and looks like it has as much budget as S2 had. First 10 minutes was a literal slideshow and then the last 10 minutes barely had animation, but at least had some animation and then all budget of the episode was put into Do-S scene. At least the director know what people want to see.

But this wont make it. This will likely run out of budget by half of the season and the last fight with Garou wont save it, since the fight and resolution was really bad.
