Interesting and kind of understandable. I hate when butts are disrespected. It is horrible when an anime shows a lot of boob to the point where you can tell they'd have no problem with a butt, but they never end up showing butt because of camera angles or it is only under water. It is even worse when the anime shows nipples but doesn't show much butt. As for quality, it is a pretty telling sign of how good the artist actually is. It is a pretty important piece of anatomy and pretty simple to make look nice if you know fundamentals.

Japanese can't show genitals. There have been some ecchi in modern times trying to push the bar since streaming is a lot more lenient and they technically can show pussy as long as it is closed. There is one example I can think of where you could see bare back pussy very briefly in a simplified way. Some Onimai scenes also kind of looked like they were trying to censor it specifically with steam placement. A lot of shows that show bare ass are teen rated anyway (even if the target demographic is actually older otaku and they are very perverted), so you'd never see genitals there. Other than this, I think Japanese may avoid it because they want the peach butt iconography. It is simply in a hard place, although it seems to be getting better. The main problem I'd say it faces now is shitty art, as that can also prevent something like that from being drawn as the anatomy simply may not support it.

Makes me wonder why they even bother to show those types of angles at all if they have to go out of their way to skew the anatomy incorrectly just to hide things. Actually, I do have a theory. Manga advertising. The source material is uncensored in most cases, showing panties and other various things just fine. The anime exists to be censored to encourage people to buy the manga to see "the goods". They're not making an adaptation. They're making a glorified advertisement.

I don't think that is really the case. The simplest explanation is just shit art. It is a surprisingly complex thing to make look appealing. You'll notice that a lot of panty shots in general don't look as good as some of the legendary ones. Most of the capable artists condense into a few studios and bounce around between them. A lot of other studios sadly gave in to outsourcing, which always leads to shitty quality. As for why mangaka are better, it is because it simply takes a higher artistic skill to convey ideas through black and white. On average, mangaka tend to be better at detailing. Plus, they don't have lazy outsource monkeys drawing for them.
