The 80s were the last period when the Japanese were truly "pure" and thus nudity could be naturally shoved into everything without complaint. Maybe you had a few stragglers in the 90s and 00s. But other than that, most of the gracious nude scenes people remember so fondly come from things that were already made for otaku and labeled as adult (or older teen in some cases). It was also around the 00s that nipples became more associated with ecchi and became something only really shown in them. This all likely happened for about the reason you suggested, they started putting in nudity for obvious sexual reasons and it started to make it become viewed sexually. The upside now though, is that streaming is killing broadcast. Most streaming services have pretty much no content restrictions since no one is going to randomly turn something on. A lot of modern ecchi that have gotten away with more have done so through streaming. Once the bulk of anime is off broadcast, you'll likely see even more sexy content. I kind of doubt the Japanese will ever view it as innocently as they used to though, so you can still expect shit for kids like shonen to be mostly censored.
