The Tokyo Metropolitan Ordinance's effect on anime is very interesting. There were many works that immediately spited it, as many Japanese mocked the law and it never really was enforced. However, there are also many anime you can see around this era that suddenly got censored it a sequel or second part. To this day, anime come out that continue to break it. However, it also feels like a lot of anime are playing word games and such since to get around it. Now you don't really get any blatant perverts anymore, there are a lot more vegetarian male protagonists. You may be able to see the nipples and ass of the loli imouto, but you aren't allowed to see her brother act like he likes it unless it is some obviously mature work. Honestly, it is a lot more sane than the visual based censorship in the West that often ignores the actual themes even if it may seem bizarre to us (because of this conditioning).
