That anon bought a blank head and painted it himself. You can look at the usual japanese second hand and auction sites for custom painted heads but depending on what you're looking for things can get expensive.
Or paint one yourself. It's a bit steep of a learning curve especially if you've not painted GKs or miniatures before but she will feel even more special to you that way. Pic related is an old MMO character I remade as a doll, I modeled, printed and painted the head myself. Her head looks odd from certain angles and the paint job is far from perfect but she's mine and I wouldn't have it any other way.
