Even if I accept your hypothetical premise of "if the dub VA is perfectly fine", the point of subs is that the Japanese VA is "amazing", which is better than "perfectly fine".

In Japan, the association between voice actor and character is very strong. To the point that big Hollywood actors have dedicated Japanese dub VA that dub them in every movie that they star in that gets dubbed.
And many anime get all kinds of supplementary voiced material that sure as hell doesn't get dubbed.

This is the case in France too, I doubt it's specific to Japan.

I would also add that the original is the true work the creator has in mind and any translation is technically an adaptation made without a director who knows what he's doing by bugging the voice actors to make their voice flutter in the right parts, by a director who can only imitate the finished product to the best of his understanding. So basically if he sucks at media literacy the dub is fucked.

you judge the english VA's on a certain set of criteria while lacking the necessary knowledge in japanese to do the same for the JP VA's
the pitch, accent and pronunciation could be totally wrong in the jp version for all you know. on what basis can you tell whether something sounds right or wrong and good or bad?

I already shot down the argument that knowledge of japanese was needed. I do know japanese though, watching subs played no small part in me learning.

If you keep watching subs after a while you just know what sounds right or what brings you to tears. Just like how if you keep seeing humans you can tell what a human looks like and what an illustration of a human should look like, even if you yourself have no idea how to draw a human.
Moreover, people do complain when a japanese va doesn't sound right. Guest VAs like the protag of Jyu oh Sei or the love interest of Moonrise systematically get shot down here for their flat delivery and generally for being amateurish, even by people who don't speak japanese.

Only the best dubs are remotely acceptable, and I still prefer to hear the voice of the original actor even if I don't speak the language. There's lots of information in a voice like cadence that doesn't transfer over when another actor does it.
Also most English VA dubs are flat and cringe, these people aren't behind a microphone for a reason. they're way cheaper than proper actors; you get what you pay for.

I always thought Spike's English VA was pretty decent. Most of Cowboy Bebops dub is ok, I think that's one reason it did really well.
That might be the last time an English VA was anywhere near competent, Christ thats over 20 years ago.

realistically, this doesn't happen, and the closest you get to a good performance are from 90s-00s TV anime that were also censored to shit (so you still need the subs)

Because often times the Japanese voices fit their characters so much more than any dub ever will. If you don't know the feeling of reading a LN or manga and then seeing an adaptation where the Japanese va gets it exactly right and eerily sounds like what you always imagined that character's tone of voice was like (or sometimes even exceeding your imagination and your prrvious idea of them being changed slightly) then idk what to tell you. The best a dub has ever gotten from me was sounding pretty close, but never exactly as good as the Japanese va often times.
