Almost certainly. That isn't even to say that Kid or Law are weak, it's just that her DF was stupidly broken in addition to her being a fucking monster even without it. Kid and Law didn't have ACoC so they never had any change of beating her outside of a trap like the one they used. They won, sure, I'll fully admit it, but they didn't win by being stronger.
