Let me use another example, "Chotto Dake Ai ga Omoi Dark Elf ga Isekai kara Oikakete Kita", series that lasted 4 years, came from an Hentai.
We got random panty and boob shot but objectively, the hentai was a better product for that, I think when you adapt something like that, you take the compromise of not being able to be as explicit, but that in favour of a narrative that makes the eroticism stronger, something the reader cares more about, there are more stakes, there is more depth.
In the case of this Manga, the protagonist is a bland guy with no arc, no initiative except 1 chapter, who treats the girl more like he is her caretaker, the girl throws himself at him multiple times but nothing comes out of that, again he has no arc, the "yandere" part is some shit that was thrown in at the very end and feels like it lacks cohesion, preplanning and feels more like a random obstacle, an excuse to give a semblance of a narrative payoff.
The best fanservice to me is something that compliments the story, when you have a character reveal herself to the protagonist, when they get closer, when there's progress. I am not against this sort of almost random fanservice, infact I thought Medaka's breasts were one of the few nice things to look at in that Manga and I was mad at the MC's mother for covering them up for so many volumes, but even then she acts like a sexually free girl who doesn't care if she sees him naked and then even after for the 3th or so time they confessed love to each other, she decides to ghost him until an arbitrary time and then she just becomes a dog lady for 10 years.
Imagine if "Commando" with Arnold was 90 minutes of him getting guns, loading guns but never actually shooting anyone....then what was that for?

that's another argument altogether.
