Jobbers are an important part of any fighting eco system. A jobber must be "strong" so that the jobbing matters. Kokuro isn't strong enough to serve as jobbing material for Shen, he's so weak he even jobbed to Koga several training arcs ago in under a minute. Because Akoya is actually legitimately as strong as his estimation of himself pre-timeskip. Despite losing to Cosmo, he didn't hardly struggle with either of his opponents and only had problems when he lost hold of his sense.
People sleep on Akoya really hard and I fully believe that he could have given early round Agito a run for his money. He's probably sitting in a similar place to Gaolang.

Setsuna was on par with Kuroki the whole way through and Agito can't counter the palm in the same way he countered the lance.

He caught Kuroki off-guard a few times, but he had that fight under control pretty much the entire way through. Don't forget that Agito was the first one to break the prediction stalemate between him and Kuroki. Before Kuroki got a good handle on him, Agito managed to out-predict him and keep him guessing with his switch-ups.
Agito as of R3 was fully composed and could probably dismantle Setsuna with his Martial Arts™. It helps that he's also familiar with the Niko Style, so none of the stuff Setsuna started pulling out would be new to him.
He may not be able to pierce Setsuna's palm like Kuroki did, but he's got him out-ranged and his blows are on par or possibly better than Kuroki's in terms of raw power. He may not be a Superman Syndrome freak, but Agito's specs are crazy. He's got high raw physicality and the skill to make use of it.
He'd take more damage than he did against Hatsumi (that being none at all), but I think he'd pretty well have Setsuna under control.
