It wasn't dramatic, it was bittersweet and it even served the purpose of starting to close the gap between Okarun and senile Momo. He cried desperately in front of her, something that he was never forced to do before now: now neither of them can ignore the fact that he cares deeply about her, so the start of the arc is already in motion on the right track.
Unless you are still talking about the arc in general and haven't made peace with it, but taking it on the chapter seems illogical since it did show progress in the problem.
