This, even the girl pervs are only funny when people are taking the piss out of them and they are failing. Pervs also have to exist in relation to the world they are in. If you have a story set in a porn world then a perv character is useless. But if you have a story set in a more tame world and the perv character gets away with everything then it just feels dumb and contrived.
