The 00s were a much more subdued response to the fun and lightheartedness of the 90s. The lost decade was underway, people were scared of terrorists and the response to them, and a global recession led to a much more mellow, cautious, introspective, and intellectual zetitgeist.

I think studios were willing to bet on bolder swings, the Heisei period as a whole was genuinely fantastic for anime. I think the Reiwa era is going to be looked back at as a great era financially but a mediocre era creatively unless things change.
