I think that might be the case. My theory, assuming that this is meant to be the real Shocker from the show, is that only the OG 7 really existed, and when Great Leader died at the end of Stronger he died IRL, the remnants of Shocker go underground which is why they do a pseudo-reboot with Skyrider to go fully into fiction. Whoever's leading Shocker now has been trying to keep its existence under wraps and the Riders have gone off on other adventures. But the Shocker robberies are forcing them to come out of the shadows, along with Tojima and co fighting against them, which will inevitably result in the Riders returning to Japan.

His original plan for the next Rider season was to be an X-Files type show where a lone hero would work with mysterious cops to defeat different kinds of alies, I don't know if this influenced Kuuga since according to the Takatera they went with cops because they wanted serial killers as villains which is something children fear

Either way it's because Toei wanted Kuuga to succeed to honor Ishinomori's memories that they were more lax with the budget, with almost every other show Takatera did he would piss off Toei executives due to his poor budget management
