It's not just the lack of screentime even though she is the second most popular character, it's the way she gets treated in the story that leads me to belief that Reji hates her.

For example she gets humilliated on every arc of her and you are constantly reminded that she will never compete with Chizuru and that Kazuya doesn't love her, all the characters disrespect her in one way or another (Mini doesn't care that she is the "girlfriend" of Kazuya and just tells him to cheat on her, Sumi doesn't even know her, Mami is a cunt but to be fair she is just like that, Chizuru says constantly that she cares about her even though she never shows it she only says that just to feel better about herself) and lastly Kazuya just treats her like shit, which would be fine if the story called him out on that or if he developed as a character and became a better person but nope, you just have to roll with it and prettend that he's just a silly boy.
