back in school the PE teachers mostly just let the chads and their underlings play football while everyone else did whatever they wanted. me and my group of friends would either just sit talk while sitting down or walk around school doing nothing for the entire time. sometimes we plaid cardgames (usually poker or uno) and, occasionally, when there were balls available, we'd play with a volleyball or a basketball, not not actually playing the games, just throwing the ball to one another or trying to hit the basket.
when we played with the volleyball, some of the more girly or nerdy girls (aka the girls who weren't into sports, or who were unathletic or pussies afraid of getting hurt in real games) would join
after I was like 13 or something almost no PE teacher ever tried to get everyone in class to participate in their classes. I think only one or two actually tried to have proper physical education classes (forcing everyone to play different sports following their plans, or making everyone run laps around school, etc). most just let the sports kids do whatever the fuck they wanted and monopolize the balls used for the most popular sports, while the other kids did whatever the fuck we wanted
